We would need the dev deployment step so that changes reflect in the "live" mode in the dev ADF i.e. the changes to the ADF are published as we cannot/should not publish from the UI in the new CI/CD flow. Also, it is a good dev-ops practice to test both your code and deployment in a dev environment before proceeding to higher environments e.g. UAT, Prod.
